Broadway, Everett, Washington ) <br />Nos: <br />APP #18-001 (SEPA #17-013) <br />APP #18-002 (REV II #17-016) <br />APP #18-003 (PDI #15-02) <br />APP #18-004 (PDI #18-02) <br />Everett Community College Appeals <br />FINDINGS, CONCLUSIONS, AND <br />DECISIONS <br />SUMMARY OF DECISIONS <br />The record presented failed to prove that any of the four administrative determinations were <br />clearly erroneous. The appeal is denied. <br />SUMMARY OF RECORD <br />Request' <br />Everett Community College (ECC, Appellant) appealed four administrative determinations <br />issued by the City of Everett (City) Planning and Community Development Department Director <br />that together comprise authorization for development of a 140-unit apartment building intended <br />to house ECC students. The four administrative interpretations, all issued June 5, 2618, included <br />(with brief paraphrased summaries): <br />• Final Mitigated Determination of Non -Significance (SEPA 17-013), which concluded <br />that mitigated as required the proposal would not result in probable, significant, adverse <br />environmental impacts <br />• Planning Director Decision/Modification of BMU Design Standards (REVII #17-016), <br />which approved modifications relating to design standards relating to curb cuts, roof <br />forms, ground level transparency, weather protection, and ground level detail standards <br />Amended Planning Director Interpretation (PDI #15-002 - amended), which expanded <br />student housing to include projects not built by or under contract with Everett <br />Findings, Conclusions, and Decisions in the Everett Comm.
