Timi Anigilajae December 21, 2018
Executive Summary
This site has an address of 2307 Columbia Ave Everett, Wa 98203 and has a parcel number of
00545001602300. The property is 0.13 Acres in size (5,663 sf) in the Southwest County UGA,
zoned; R2.
This project proposes the construction of an Adult-Family-Home with a driveway, handicapped
access driveway, and a walkway in the front entry of the house.
This application is under the jurisdiction of the City of Everett and the 2014 Department of
Ecology Stormwater Management Manual for Western Washington. Per the DOE SWMMWW
this project triggers the evaluation of Minimum Requirements#1-5. This project does not trigger
Minimum Requirement#7 for Flow Control and therefor, as stated in Section 1-2.5.5 Minimum
Requirement#5: On-site Stormwater Management, "projects qualifying as flow control exempt
in accordance with 1-2.5.7 minimum requirement#7: flow control do not have to achieve the LID
performance standard, nor consider bioretention, rain gardens, peiineable pavement, and full
dispersion if using List#1 or#2."
Per List 1: On-site Stormwater Management BMP's for Projects Triggering Minimum
Requirements#1-5, all BMP's have been evaluated for feasibility in the hierarchal order of the
list. Reasons for infeasibility are highlighted later in this report. The only feasible BMP to
manage stormwater for the proposed development is BMP T5.10C: Perforated Stub-out
Connection. A conveyance system on-site including a trench drain at the low point of the
proposed driveway, pvc pipe, and yard basins will direct stormwater runoff to a combined
stormwater/sewer main located on Columbia Ave.
The 13 Elements of Stormwater Pollution Prevention Plan(SWPPP) are addressed on the
drawing sheet titled Storm Water Prevention Plan and as well as in this report.
Post construction soil in the disturbed areas, not covered by impervious surface, are to be
installed in accordance to BMP T5.13. Post-construction Soil Quality and Depth.
