® Stantec
To: Mr. Tony Lee
Building Official, City of Everett
From: Finn Jakobsen
Stantec
File:. Memo for COE Date: June 21, 2019
Reference: PRMCE 9th Floor. Additional Requested Fire Dampers.
Memo
General Mechanical Svstem Overview:
The following is a brief system overview as approved by. City of Everett, Everett Fire Marshall, and Providence
Hospital during original D-wing tower design:
o Two air handling units serve the patient towers. Each air handling unit is equipped with a
supply air fan array and an exhaust air fan array. Each air handling unit serve all the patient
floors from level 5 up to the roof.
o All systems are 100% outside air (OSA) with heat recovery systems. No air is being
recirculated back into building.
o Air to individual rooms (and zones) are being controlled with terminal units on both the supply
air and on the exhaust air. This allows -pressure control of individual areas as needed by
building codes and. ASHRAE 170 standards.
Code Review:
o The hospital is an 1-2 occupancy which governs hospitals with patients that are "incapable of
self-preservation".
o Table 509 in IBC section 509 outlines requirements -for "Incidental Uses" in an 1-2 occupancy.
This includes the "clean/nourishment" rooms in question. Table 509 calls for the room to
have a 1-hour fire rating due to its size.
o Code section 717.5.2 governs "Fire Barriers" and requires a fire damper be installed in
ductwork penetrating the barrier with the flowing exceptions:
■ Ducts are used as part of an approved smoke control system in accordance with
Section 909 and where the use of a fire damper would interfere with the operation of
a smoke control system:
■ Such walls are penetrated by ducted HVAC systems, have a fire rating of 1 hour or
less, are in areas other than Group H, and are in building equipped with an automatic
sprinkler system in accordance with Section 903.3.1.1 or 903.3.1.2. For the
purposes of this exception, a ducted HVAC system shall be a duct system for
conveying supply, return or exhaust air as part of the structure's HVAC system. Such
a duct system shall be constructed of sheet metal not less than No. 26 gage
thickness and shall be continuous from the air -handling appliance or equipment to
the air outlet and inlet terminals.
Design with community in mind
# 020481active120482043ftoe review commentslmemo for coe.docx
I/S
