TENW
Transportation Engineering North West
MEMORANDUM
DATE: April 10, 2018
TO: David Ratliff, Vice President
DevCo, Inc.
FROM: Michael Read, PE, Principal, TENW
SUBJECT: Riverview Apartments - REVII 17-024 & SEPA17-019
Response to Traffic Comments from City of Everett on March 7, 2018
TENW Project No. 3537
This memorandum provides a response to Item 23 within the City of Everett Public Works
Department comments on the Riverview Apartments Traffic Impact Analysis provided to DevCo., Inc.
on March 7, 2018. The comment related to a request for a custom trip generation rates be
prepared for the proposed supportive/affordable housing project.
Response 1: Since completion of the original Traffic Impact Analysis, the Institute of Transportation
Engineers (ITE) has published the 1 Oth Edition of the Trip Generalion Manual, December 2017.
Within this document, are published rates for "typical" mid -rise apartment complexes in general
urban/suburban locations in Land Use Code 221, with between 50 and 60 sites surveyed in this
category with correlative fitted curve equations. As such, the study has been updated to reflect
these new land use categories and significant level of surveys without regard for the supportive or
affordable nature of the units as a worse -case scenario.
With these revisions, a net increase of approximately 68 new p.m. peak hour trips (2 more than
the November 2017 study) are estimated, and as such, no changes in level of service or other
findings or conclusions have resulted as part of this study update.
If you have any further questions, please do not hesitate to contact me at (206) 361-7333 ext.
1 Ol or via email at mikeread@tenw.com.
Transportation Planning I Design I Traffic Impact & Operations
PO Box 65254, Seattle, WA 98155 1 Office (206) 361-7333
