The project would remove two <br />existing single-family homes, a fencing contractor/building supply complex, and a drive-thru espresso stand <br />along E Marine View Drive south of 16th Street. <br />This memo includes a project description, a description of existing transportation conditions within the <br />immediate site vicinity, methodology used to derive the trip generation estimate, traffic operational analysis <br />of the proposed site access intersection and key off -site intersections under cumulative impacts, and <br />identification of any transportation mitigation measures to offset traffic impacts. <br />Project Description <br />The proposed Riverview Apartments project assumes buildout of a 6.24-acre site west of E Marine Drive <br />that is currently comprises several single-family homes, a fencing contractor/building supply complex, and a <br />drive-thru espresso stand. The proposed multifamily residential development would include up to 201 <br />apartment units within nine separate buildings and 321 on -site parking stalls. A project site vicinity map is <br />shown in Figure 1. For the purposes of this analysis, year 2020 was the horizon year assumed to <br />evaluate cumulative traffic impacts. <br />A conceptual site plan of all project phases is illustrated in Figure 2. Vehicular site access is proposed via <br />boulevard driveway onto E Marine View Drive with an additional fire/emergency vehicle access driveway <br />onto 16th Street. Given the built urban roadway section of E Marine View Drive, no frontage improvements <br />are proposed or required. <br />Existing Transportation Conditions <br />This section includes an inventory of existing roadway conditions, key intersections in the site vicinity and <br />traffic volumes, levels of service, and planned roadway improvements. <br />Roadway Conditions <br />The following paragraphs describe existing arterial roadways that would be used for site access.
