Traffic Impact Analysis <br />Riverview Apartments <br />E Marine View Drive is a 4-5 lane principal arterial in the immediate project site vicinity. Near its <br />intersection with 16th Street and along the property frontage, raised curb, gutter, and sidewalk are installed <br />on both sides of the street with a parking strip along portions of the eastern roadway frontage. The posted <br />speed limit is 35 mph. <br />16th Street is a 2-lane roadway with approximately 28-feet of paved width in the immediate site vicinity. <br />At its intersection with E Marin View Drive it widens to provide a separate left turn only lane at this <br />signalized intersection. This street has gravel/earthern shoulders. The posted speed limit is 30 mph. <br />Traffic Counts <br />Peak hour traffic volumes represent the highest hourly volume of vehicles passing through an intersection <br />during a typical 4-6 p.m. weekday peak period. Peak period turning movement counts at the study <br />intersection were conducted by IDAX Data Solutions in May 2017. Given the distribution of traffic and <br />total project trips, three separate off -site intersections were determined to warrant review based on the City's <br />trip threshold. Figure 3 summarizes the existing p.m. peak period turning movements at the study <br />intersections while Attachment A provides the data collection sheets. <br />Intersection Levels of Service <br />Intersection level of service (LOS) analyses were conducted at the study intersections during the weekday <br />PM peak hour of existing conditions and with project traffic generated at full buildout of the Riverview <br />Apartments project. LOS refers to the degree of congestion on a roadway or intersection. It is a measure <br />of vehicle operating speed, travel time, travel delays, and driving comfort. A letter scale from A to F <br />generally describes LOS. At signalized intersections, LOS A represents free -flow conditions -motorists <br />experience little or no delays, and LOS F represents forced -flow conditions -motorists experience an average <br />delay in excess of 80 seconds per vehicle. The LOS reported for signalized intersections represents the <br />average control delay per vehicle entering the intersection. The LOS reported at stop -controlled <br />intersections is also based on the average control delay (sec/veh) and is reported for each movement. <br />Therefore, the reported LOS at unsignalized intersections does not represent a measure of the overall <br />operations of the intersection. <br />LOS calculations for both signalized and stop -controlled intersections were calculated using the <br />methodologies and procedures outlined in the 2010 Highway Capacity Manual �HCMJ, Special Report <br />209, Transportation Research Board (TRB).
