C. Authorized Discharges: <br />1. Stormwater Associated with Construction Activity. Subject to compliance with the <br />terms and conditions of this permit, Permittees are authorized to discharge <br />stormwater associated with construction activity to surface waters of the State or to <br />a storm sewer system that drains to surface waters of the State. (Note that "surface <br />waters of the State" may exist on a construction site as well as off site; for <br />example, a creek running through a site.) <br />2. Stormwater Associated with Construction Support Activity. This permit also <br />authorizes stormwater discharge from support activities related to the permitted <br />construction site (for example, an on -site portable rock crusher, off -site equipment <br />staging yards, material storage areas, borrow areas, etc.) provided: <br />a. The support activity relates directly to the permitted construction site that is <br />required to have an NPDES permit; and <br />b. The support activity is not a commercial operation serving multiple unrelated <br />construction projects, and does not operate beyond the completion of the <br />construction activity; and <br />c. Appropriate controls and measures are identified in the Stormwater Pollution <br />Prevention Plan (SWPPP) for the discharges from the support activity areas. <br />3. Non-Stormwater Discharges. The categories and sources of non-stormwater <br />discharges identified below are authorized conditionally, provided the discharge is • <br />consistent with the terms and conditions of this permit: <br />a. Discharges from fire -fighting activities. <br />b. Fire hydrant system flushing. <br />c. Potable water, including uncontaminated water line flushing. <br />d. Hydrostatic test water. <br />e. Uncontaminated air conditioning or compressor condensate. <br />f. Uncontaminated ground water or spring water. <br />g. Uncontaminated excavation dewatering water (in accordance with S9.D.10). <br />h. Uncontaminated discharges from foundation or footing drains. <br />i. Uncontaminated or potable water used to control dust. Permittees must <br />minimize the amount of dust control water used. <br />j. Routine external building wash down that does not use detergents. <br />k. Landscape irrigation water. <br />The SWPPP must adequately address all authorized non-stormwater discharges, except <br />for discharges from fire -fighting activities, and must comply with Special Condition S3. <br />Con traction Stormwater• Ceneral.Perrnit <br />Noe <br />
