" " AN ORDINANCE amending Section 10.52 .120, City Code of the City of Everett, providing for the removal of garbage, licensing of scavengers, and providing for increase in rates to be paid for services, and declaring an emergency to exist, pro- viding this ordinance shall be effective July 1, 1962 . NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Section 10.52 .120, City Code of the City of Everett is -hereby amended to read as follows: 10.52 .120 Rates for city scavengers . The City Scaven- ger shall receive no compensation from the City of Everett for any services performed for any person, firm or corporation other than the City. Such compensation shall be collected by them from the person or persons, firm or corporation for whom the work shall have been performed. The schedule of charges to be made by the City Scaven- ger on and after July 1, 1962 shall be as follows: (a) Residences . Where garbage cans are located accessibly to curb, street or alley from which collection is to be made, one can per week $1.25 per month; for each additional can over one can per week the charge shall be 650 per month. Where garbage cans are not located accessibly, a reasonable additional charge shall be made. (b) The charge for collecting garbage and refuse from hotels, restaurants, boarding houses, eating places, and apart- ment houses, hospitals and business places shall be as follows : One garbage can per week $1.75 per month; two cans per week $2 .82 per month; three cans per week $3.89 per month; four cans per week $4.96 per month; five cans per week $6.03 per month; six cans per week $7.10 per month; for additional cans over twenty- five cans per month a charge of 140 per can shall be made. (c) The following charges shall be made for the removal and disposal of dead animals . A horse, cow or other large animal, $6.00 per animal. A cat, dog or other small animal, $1.00 per animal. All payments for such services shall be in advance. (d) Charges made for services performed for which no charge is expressly provided herein shall be reasonable and any person claiming an unreasonable charge for such services shall have the right to complain in writing to the City Council of the City of Everett as to such charges, and said City Council shall have the right to fix a reasonable charge for such services and when so fixed such determination by the City Council of the City of Everett as to such charges shall be final.
