has been convicted of any crime, misdemeanor, <br /> or violation of any municipal ordinance, the <br /> nature of the offense and the punishment or <br /> penalty assessed therefor. <br /> Section 4: Investigation and Issuance. (a) Upon <br /> receipt of such application, the original shall be referred to <br /> the Chief of Police, who shall cause such investigation of the <br /> applicant 's business and moral character to be made as he deems <br /> necessary for the protection of the public good . <br /> (b) If as a result of such investigation, the applicant 's <br /> character or business responsibility is found to be unsatisfactor <br /> the Chief of Police shall endorse on such application his <br /> desapproval and his reasons for the same, and return the said <br /> application to the City Clerk, who shall notify the applicant <br /> that his application is disapproved and that no license will be <br /> issued. <br /> (c) If, as a result of such investigation, the <br /> character and business responsibility of the applicant are found <br /> to be satisfactory, the Chief of Police shall endorse on the <br /> application his approval and return said application to the <br /> City Clerk, who shall, upon payment of the prescribed license <br /> fee, deliver to the applicant a license, which license shall be <br /> valid for a period of thirty (30) days from the date of issuance <br /> and shall automatically expire at the expiration of said thirty- <br /> day period, unless prior thereto applicant presents himself/ <br /> herself personally to the office of the City Clerk and has said <br /> license validated for an additional thirty-day period; provided, <br /> further, all licenses issued or granted hereunder shall be for <br /> a calendar year, subject to the requirement to validate said <br /> license every thirty (30) days, as herein provided, and an <br /> annual license fee shall be required at the commencement of each <br /> calendar year following the original issue of licenses, as <br /> hereinafter set forth. Such license shall contain the signature <br /> and seal of the issuing officers and shall show the name and <br /> address of said licensee, the class of license issued and the kin. <br /> of goods to be sold thereunder, the amount of fee paid, the date <br /> of issuance and the length of time the same shall be operative, <br /> as well as the license number and other identifying description <br /> of any vehicle used in such peddling. The Clerk shall keep a <br /> permanent record of all licenses issued . <br /> Section 5: Fees . The license fee which shall be <br /> charged by the City Clerk for such license shall be the sum of <br /> $2 .00 per year. The annual license shall terminate on the 31st <br /> day of December of each and every year unless said licensee <br /> fails to validate the license as set forth in Section 4(c) <br /> above, in which case, the license shall expire upon the expiratio <br /> of said thirty-day period. The license fee provided by this <br /> ordinance is intended to reimburse the City of Everett for the <br /> cost of processing the applications for such license and is not <br /> intended as a source of revenue, nor to occasion an undue burden <br /> upon Interstate Commerce. <br /> Section 6: Bond. Every applicant who is required <br /> under Section 3(g) to give his fingerprints and photograph to <br /> the Chief of Police shall file with the City Clerk a surety bond <br /> running to the City in the amount of $500.00 with a surety <br /> acceptable to and approved by the Mayor, conditioned that the <br /> said applicant shall comply fully with all the provisions of the <br /> ordinances of the City of Everett and the statutes of the State <br /> of Washington regulating and concerning the business of solicitor <br /> and guaranteeing to any citizen of the City of Everett that all <br /> . money paid as a down payment will be accounted for and applied <br /> -2- <br />
