l y <br /> : r , J <br /> (b) Notice of the hearing for revocation of a license <br /> shall be given in writing setting forth specifically the grounds <br /> of complaint and the time and place of hearing. Such notice <br /> shall be mailed, postage prepaid, to the licensee at his last <br /> known address at least five (5) days prior to the date set for <br /> the hearing. <br /> Section 12 . Appeal. Any person aggrieved by the actio <br /> of the Chief of Police or the City Clerk in the denial of an <br /> application for permit or license as provided in Section 4 of this <br /> ordinance, or in the decision with reference to the revocation of <br /> a license as provided in Section 11 of this ordinance, shall <br /> have the right of appeal to the Council of the City of Everett . <br /> Such appeal shall be taken by filing with the Council, within <br /> fourteen days after notice of the action complained of has been <br /> mailed to such person's last known address, a written statement <br /> setting forth fully the grounds for the appeal. The Council shal <br /> 4set a time and place for a hearing on such appeal and notice of <br /> such hearing shall be given to the appellant in the same manner <br /> as provided in Section 11 of this ordinance for notice of hearing <br /> on revocation. The decision and order of the Council on such <br /> appeal shall be final and conclusive . <br /> Section 13: Expiration of License. All annual licenses <br /> issued under the provisions of this ordinance shall expire on <br /> ; the 31st day of December in the year when issued. Other than <br /> annual licenses shall expire on the date specified in the license,. <br /> t}nless said licensee fails to validate the license as set forth in Sec. 4 (c) .a'ove <br /> in which case. th lice e shall ire u on the ex irati £ said 30 d erio. . <br /> Section I'--: fenaIty. any person vlolat Lng any or <br /> ' the <br /> provisions of this ordinance shall, upon conviction thereof, be <br /> punished by a fine not to exceed two hundred dollars ($200.00) <br /> -or by imprisonment not to exceed sixty (6o) days, or both such <br /> fine and imprisonment . <br /> Section 15: Severance Clause. The provisions of this <br /> ` ordinance are declared to be severable and if any section, <br /> sentence, clause, or phrase of this ordinance shall for any <br /> reason be held to be invalid or unconstitutional, such decision <br /> shall not affect the validity of the remaining sections, sentences, <br /> clauses or phrases of this ordinance, but they shall remain in <br /> effect, it being the legislative intent that this ordinance shall <br /> stand notwithstanding the invalidity of any part . <br /> Section 16: , Repeal of Ordinance. Sections 66 through <br /> 75 or Ordinance No. 2513 be, and the same are hereby repealed. <br /> Section 17: Effective date .
