1 all the other Cities and Towns located within the County's boundaries, the only <br /> 2 parties to this Interlocal Agreement are the County and Everett, and no other <br /> 3 person or entity shall be entitled to be treated as a third party beneficiary of this <br /> 4 Interlocal Agreement. <br /> 5 12. If any term or condition of this Interlocal Agreement or the <br /> 6 application thereof to any person(s) or circumstances is held invalid, such <br /> 7 invalidity shall not affect other terms, conditions or applications which can be <br /> 8 given effect without the invalid term, condition or application.
