platform and ROV to supplement existing port assets based off intelligence on the most current threat.In the event of a man-made or natural disaster,this <br /> system would be able to respond and still provide real-time video of current conditions underwater where above visibility would not be likely.The ability for the <br /> dive team to deploy after a disaster in primitive conditions would allow for better emergency response,further threat identification,and post incident <br /> assessment.The ability to gather this data would provide port officials with better information,allowing more effective planning,and the best opportunity to <br /> return the port to effective operations. <br /> With the ability to transport and deploy the dive team and ROV to a large event or soft targets would allow a means to detect threats when other infrastructure <br /> is not in place.This could include the ferry terminal that is just south of the City of Everett jurisdiction,an event at the Port of Everett,or anywhere else in the <br /> region. <br /> This project will consist of a of dive operations trailer and an ROV.The dive trailer will be equipped with exterior lighting,awnings,additional storage space, <br /> and temperature controlled for any type of operation or inclement weather.The ROV will have the depth capability of 1000ft with high performance motors and <br /> sensors,a pan and tilt camera with digital video recorder to get instant visual of a threat during an operation. <br /> Currently the City of Everett dive operations unit doesn't have a ROV or an adequate dive operations platform which can be utilized for lengthy deployments of <br /> divers for underwater threat assessments/detection within the Port of Everett.The setup would allow a better ability to identify underwater threats vs police <br /> operations above the surface. <br /> The Snohomish County Sheriffs Office is equipped with an ROV and dive trailer.However,their equipment is not readily available to the City of Everett's dive <br /> team.But any additional assets to include another ROV and dive operations platform which could be used for underwater threat assessments would greatly <br /> increase situational awareness and aid in the Port getting back to normal operations.Having two similar systems in the region would aid in redundancy and <br /> provide additional assets on larger calls.This redundancy would ensure that there would be a response capability virtually 100%of the time. <br /> Due to a diver's limitations,the ROV would provide a higher level of continuous situational awareness.The dive operations trailer would allow the dive team to <br /> support additional agency dive teams and additional first responders to allow for a more effective response during emergencies. <br /> PART X-NATIONAL PRIORITIES <br /> 40)IDENTIFY ONE PROGRAM PRIORITY THIS INVESTMENT MOST CLOSELY SUPPORTS(Program Priorities are identified in the NOFO): Program Priority 5 <br /> 41)DESCRIBE HOW,AND THE EXTENT THIS INVESTMENT JUSTIFICATION MEETS ONE OR MORE OF THE NATIONAL PRIORITIES. <br /> This investment closely supports Program Priority 5,"Equipment and Capital Project". The new dive platform with supported dive equipment <br /> such as the ROV and attached sonar aid in the screening and detecting of threats within or around the Port. The use of the equipment will aid <br /> in the reduced long-term vulnerability of the Port's infrastructure and be another layer of protection the City of Everett Police Department has <br /> to offer. In the case of a natural or manmade disaster,this project would allow us to support the Port of Everett in assessing any damage to <br /> critical infrastructure and provide detailed information to allow the port to return to service. <br /> The Port of Everett maintains the largest public marina on the west coast with more than 2300 permanent and guest moorage slips. Adjacent <br /> to the Marina,the Port operates the largest boat launch in the State,with 13 saltwater launching lanes.The marine terminal handles hazardous <br /> cargo and is the only port terminal in the area able to handle the oversize cargo necessary to support the Boeing Aircraft production supply <br /> chain. The Port's Mount Baker Terminal is focused for aerospace cargo and is critical infrastructure for the Boeing aerospace industry.The <br /> Washington State Ferry runs between Mukilteo and Clinton which is adjacent to the city limits.The Ferry terminal is less than 1 mile from Port <br /> Facilities. We co-respond to security incidents involving the ferry system. Naval Station Everett provides a large profile facility that could <br /> attract potential security risks to the Port of Everett area. <br /> This investment meets the enduring needs of enhancing the protection of soft targets and crowded places,addressing emerging threats and <br /> training. With the continued development of the Port of Everett there will be an increase in the number of people in or around the Port. As <br /> part of the development there will be venues for larger gatherings such as markets,concerts and other events taking place in or around the <br /> Port's waterways. With the increase in functions taking place it will require a significant enhancement of the situational preparedness by the <br /> Marine Unit. The dive unit will now be able to scan and search areas and in and around the Port which in the past were deemed unsafe for a <br /> diver.The recorded video from the ROV can be utilized for threat/hazard identification and information gathering. The early detection and <br /> interdiction of a hazard or threat is imperative for public information warnings and intelligence gathering which will result in a more secure <br /> port. The new dive platform and support equipment will improve the dive team's response plan to provide an appropriate operational <br /> coordination and communications during exercises or operation. <br /> This new dive platform with support equipment could also be deployed to the area of the Mukilteo Ferry docks or the new passenger terminal <br /> at Paine Field in the event of an emergency. The new dive platform and support equipment will aid in the recovery of the Port to normal <br /> operations faster than it would have done previously. <br /> PART XI-IMPLEMENTATION PLAN <br /> 42)PROVIDE A HIGH-LEVEL TIMELINE OF MILESTONES FOR THE IMPLEMENTATION OF THIS INVESTMENT,SUCH AS PLANNING,TRAINING,EXERCISES,AND MAJOR <br /> ACQUISITIONS OR PURCHASES.
