Scope of Work Amendment 1 Exhibit A <br /> Rethink Everett Transit <br /> Introduction <br /> The administration and Council of the City of Everett have reached an initial conclusion that it is <br /> important to strive to meet the general goals of the Long-Range Plan that Council adopted for Everett <br /> Transit in 2018. This is further underscored by the need to sustain Everett's corporate goals to continue <br /> to be an urban growth center for Snohomish County. To accomplish those directions, additional <br /> revenue, dedicated to transit, is a prerequisite. <br /> Since adoption of the Everett Transit Long Range Plan two alternative pathways have evolved. One <br /> pathway is to follow the outlines of the Long-Range Plan "Growth Scenario". This would require that <br /> voters to increase the transit sales tax to 0.9%within Everett. (0.9% is the maximum allowable under <br /> current law.) The other pathway is to explore a consolidation and annexation of the City of Everett (for <br /> transit service provision) into the taxing and governmental boundaries of Community Transit. Under <br /> current law, this would ultimately have the effect of increasing the transit sales tax in Everett to 1.2%, <br /> doubling the present 0.6%sales tax. It is anticipated that Council will identify a preferred option and <br /> back up option by early 2021; direct staff to conduct an implementation and feasibility analysis in 2021; <br /> confirm or revise the preferred and back up options; and be in a position, if desired,to ask voters if they <br /> are willing to support the preferred option as early as the first quarter of 2022. <br /> While the broad outlines of the two pathways are known there are myriad details necessary to <br /> understand before a well-informed decision by Council can be reached. This scope of work is designed <br /> to help the City collect, analyze, and assimilate that information. <br /> Task 1. Project Management <br /> Task Objectives: <br /> The central purpose of this task is to ensure the core project team stays in communication and on task <br /> through the project. The other objective is to ensure the project stays within the limits of the project <br /> budget and that project administration is maintained. <br /> Project Core team will be made up of representatives from the City of Everett, Everett Transit, <br /> Community Transit, Nelson\Nygaard and Envirolssues. <br /> Task 1.1 Core Team Meetings—The project core team will meet weekly, usually via phone call, <br /> throughout the life of the project.The project schedule is tight and requires this level of communication <br /> to ensure the project remains on course to complete on time. Of particular importance is the interface <br /> between the technical work and the outreach portion of the project. Each meeting will have an agenda <br /> Page 3 of 17 <br />
