NORTH MIDDLE SCHOOL <br />IV. CONSTRUCTION STORMWATER POLLUTION PREVENTION PLAN <br />There are two sub -requirements to be assessed under the Minimum Requirement #2: Construction Stormwater <br />Pollution Prevention: <br />• Department of Ecology (DOE) Construction Stormwater General Permit — apply for coverage if <br />discharging stormwater either directly or indirectly to surface waters of the state; see "Land Disturbing <br />Activity" section below. <br />• Construction Stormwater Pollution Prevention Plan (CSWPPP) — must be prepared if over 1 acre of land <br />is disturbed <br />CONSTRUCTION STORMWATER GENERAL PERMIT <br />The North Middle School project will discharge stormwater to the existing public combined sewer and ultimately <br />flow will be routed through the sewage treatment plant prior to being released to any surface waters. Thus, the <br />project does not directly or indirectly discharge stormwater to the surface waters of the state, and therefore is not <br />required to seek coverage under the DOE Construction Stormwater General Permit. <br />LAND DISTURBING ACTIVITY <br />Although discharging to the combined sewer system would typically render the project exempt from needing to <br />address any of the Minimum Requirements, the Interim Policy requires that all projects within the combined sewer <br />area to address all nine, including Minimum Requirement #2. The North Middle School project will disturb more <br />than 1 acre of land and so is required to prepare a CSWPPP as part of this requirement. <br />The DOE does not require coverage under the General Permit or the preparation of a CSWPPP for systems <br />discharging to combined sewer; per the DOE's Construction Stormwater General Permit Special Condition <br />S1.B.2.a, operators of construction activities that discharge to a combined sewer are exempt from these <br />requirements. With this in mind, the North Middle School project proposes a "modified" CSWPPP, specifically <br />addressing the BMPs applicable and appropriate for discharging to the combined sewer. <br />The contractor of the project will ultimately be responsible for the final preparation of the CSWPPP and <br />implementation of the measures outlined in this document; including applying for and obtaining a Sewer <br />Discharge Authorization permit for discharging construction stormwater to the combined sewer system. <br />sst. suet X I.
