• Popach Short Plat—2 Lots Off-site Analysis and Mitigation • A site reconnaissance was done by James Roberson of Western Engineers Inc. on January 27, 2016 to verify the downstream flow paths. The weather was overcast with a temperature around 60 degrees. • Upstream Analysis Possible upstream flows entering onto the site would originate from lawn areas on a parcel to the north of the site and pavement areas within Fleming Street right-of-way west of the site.No other upstream flows were observed and there is no evidence of • erosive flows. Downstream Analysis Refer to the Downstream Map attached after this section for a detailed depiction of the downstream drainage course. • Runoff from the site currently flows easterly and northeasterly into the existing adjacent parcel to the east(see photos 1 &2). A building on the parcel immediately east of the site may interfere with sheet flows exiting the site; however, the flows appear not to cause damage to the building or erosion to the surrounding area. These intercepted flows • appear to travel subsurface around the building and toward Evergreen Way. After the flow enters into the adjacent parcel it continues approximately 150 feet easterly before being intercepted by an existing drainage system along the west side of Evergreen Way. According to City of Everett maps, the flow continues approximately 450 feet north • within the existing drainage system before discharging into the headwater of Pigeon Creek#1. As this is the closest receiving water, further downstream analysis is not required.
