I just spoke to Mr Dreier. He said it's been that way at least six years and he knows he needs to fix it. I recommended he go to the permit counter in person, and would need a demo permit. The retaining wall has failed and is an Unsafe Structure as defined by Code. IPMC 108.1.1 I recommend that the failed structure be removed immediately and shoring be provided to support the earthen embankment. A permit to remove the structure and shore the area is required.
