ATTACHMENTN2 <br /> 19UASI Investment and Regional Project <br /> Investment Justification <br /> The Seattle Urban Area faces a vast spectrum of hazards and risks which include earthquake,volcano,tsunami,flood,severe storm, <br /> wildland fire,chemical/radiological incidents,cybersecurity incidents,terrorism,oil train incidents,pipeline/dam failures,epidemic, <br /> pandemic,and infestation. <br /> The Seattle UASI is comprised of three levels of governance that are involved in the project development and management: <br /> •UASI subcommittees:The subcommittees consist of discipline-specific members representing the various jurisdictions that makeup <br /> the Seattle Urban Area.The subcommittees develop projects to build or sustain capabilities based on identified gaps and established <br /> priorities. <br /> •The UASI Working Group(UAWG):The UAWG is responsible for review,ranking,and oversight of the projects submitted by the <br /> subcommittees.It oversees the application process and develops all policies and procedures for the Seattle Urban Area.The Working <br /> Group is not a decision-making body,its recommendations are presented to the third level of governance,the UASI Core Group,for <br /> final direction. <br /> •The UASI Core Group:The Core Group provides over-arching principles,priorities,policy development and approval to guide the <br /> UAWG In addressing core capabilities and managing the UASI Grant Program. <br /> The 2019 project Investment Justifications were selected to build upon or sustain a range of Core Capabilities identified in the 2017 <br /> and 2018 Seattle Urban Area THIRAs and the 2018 UASI SPR.The 2019 investments support the Planning,Organization,Equipment <br /> and Training solution areas with a focus in the following Core Capabilities: <br /> •Community Resilience <br /> •Cybersecurity <br /> •Intelligence&Information Sharing <br /> •Mass Search and Rescue Operations <br /> •Planning <br /> Investmentp3-Seattle UASI-Local Protects <br /> This funding cycle sustains and enhances the core capabilities of Community Resilience,Mass Search and Rescue Operations,and <br /> Planning.As communicated in the 2017 and 2018 UASITHIRA and 2018 SPR,capability targets have been identified in: <br /> -Community Resilience:The Seattle Urban Area's diverse population requires targeted outreach efforts to educate citizens in their <br /> primary language and in a culturally sensitive manor.Currently,there is an identified gap in citizens'knowledge to ensure the safety of <br /> their families and themselves during and after a disaster. <br /> -Mass Search and Rescue Operations:There are not enough public safety resources to immediately address all,or even a majority,of <br /> the life safety needs expected during a catastrophic or large-scale terrorist incident.This investment represents a progression in the <br /> development of the UASI Search and Rescue capability by standardizing training and equipment throughout the region and ensuring <br /> additional responders are prepared. <br /> -Planning:The planning process is essential in developing both strategic and operational plans that make the Seattle Urban Area <br /> more resilient following natural and man-made disasters.The Seattle Urban Area currently has a number of plans that need to be <br /> developed,including,but not limited to,the following: Vulnerable Populations Outreach Plan and Vulnerable Populations Access and <br /> Functional Needs Plan. <br /> Investment#1-Washington State Fusion Center Sustainment <br /> Sustainment of the Washington State Fusion Center(WSFC)has remained a high priority throughout Washington State and the UASI <br /> Region as federal and State funding has been dedicated to this effort for over 11 years.It is the only designated Fusion Center in the <br /> State. <br /> The 2018 Washington State Core Capability Strategic Planning Framework,which includes the 2017 Washington State THIRA and SPR, <br /> identifies several gaps and strategies under the Intelligence and Information Sharing core capability on which the WSFC has continued <br /> to focus. <br /> The primary capabilityforthe Intelligence and Information Sharing core capability in the SPR and THIRA is held at the state level by the <br /> WSFC.The Fusion Center provides this capability on behalf of,and in support of,local agencies.The SPR has generally reported a <br /> capability level of 2-3 for the measured areas because local governments are prioritizing the SPR based on the funding or projects they <br /> are directly responsible for.Since WSFC is funded with the 20%for state government,this capability does not rise to a high priority for <br /> local funding or resource allocation decisions.This should not suggest that the WSFC or the state's intelligence and information <br /> sharing capabilities are insufficient,as the WSFC and the intelligence community has realized great benefits from the collaboration, <br /> technology,and analytical capabilities established and maintained by the WSFC.The SPR data provides the following gaps and <br /> strategies that will sustain the significant work that has been performed and address future growth needs for this capability, <br /> The largest capability target is the sustainment of the analytical capabilities as identified in the SPR under the Intelligence and <br /> Information Sharing section in the Organization POETE category.The Intelligence Analysts that work out of the WSFC are the core of <br /> Washington State's analytical capability and are the main defense in detecting,deterring,and preventing terrorist attacks. <br /> Another highlighted gap under the Training POETE category Is the need to increase the number of trained Fusion Liaison Officers <br /> throughout the state.The Fusion Liaison Officer training program was redesigned as an online training program to provide greater <br /> availability and reach an even greater audience throughout the State.This enhanced training method is in the process of being <br /> implemented. <br />
