<br />Page 5 of 47 <br />SECTION 1 - INSTRUCTIONS <br />1.1 BID SUBMITTAL <br />Procurement must receive the Contractor’s bid, in its entirety by 2:00 p.m. Pacific Time. Bids arriving <br />after the deadline will be returned unopened to their senders. <br />All bids must be submitted on the forms provided in this document. To receive consideration for award, <br />the bid shall be completed and signed by an authorized representative of the contractor. <br />Only firm bids will be accepted and the City reserves the right to reject any or all bids or waive any <br />irregularities and informalities in the bids submitted and accepted by the City. No contractor may <br />withdraw their bid after the hour set for the opening unless the award is delayed for a period exceeding <br />ninety (90) days. The City further reserves the right to make awards to the lowest and most responsive <br />contractor as deemed in the best interests of the City. <br />No exceptions to the City’s terms, conditions, and specifications will be accepted. Any attempt to <br />modify the City’s terms, conditions, and specifications may result in a non-responsive quote. <br />1.2 BID OPENING <br />At the appointed time, all bids will be opened and read aloud publicly via live streaming only. The link to <br />view live streaming bid opening can be found at: https://everettwa.gov/319/Procurement. If you have <br />questions about logging into the live stream quote opening, call 425-257-8905. <br />1.3 OFFER PERIOD <br />All bids submitted shall remain open for ninety (90) days from the receipt date. The City of Everett <br />reserves the right to extend this period. <br />1.4 REQUEST FOR DUE DATE EXTENSION <br />Contractors may request an extension of the Bid Due Date. Contractor shall supply any justification and <br />additional information that will facilitate an evaluation and decision by the City of Everett. Any approved <br />extension will be issued in an addendum. <br />1.5 WITHDRAWAL OF BIDS <br />Contractors may withdraw a bid which has been submitted at any time up to the due date and time. To <br />accomplish this, a written request signed by an authorized representative of the contractor must be <br />submitted to the Procurement Professional named on the Invitation to Bid cover sheet. <br />1.6 PROCEDURE WHEN ONLY ONE BID IS RECEIVED <br />If the City of Everett receives a single responsive, responsible bid, the City shall have the right to conduct a <br />price or cost analysis on such bid. The contractor shall promptly provide all cost or pricing data, <br />documentation and explanation requested by the City to assist in such analysis. By conducting such <br />analysis, the City shall not be obligated to accept the single bid; the City reserves the right to reject such <br />bid or any portion thereof.
