June 2, 2021 <br /> COUNCIL BRIEFING AGENDA : <br /> COUNCIL BILL 2105-17 <br /> FIRST READING: <br /> AN ORDINANCE creating the special construction fund entitled "Police <br /> Impound Yard — Additions and Alterations," Fund 342, Program 033, to <br /> accumulate the construction costs in the amount of$380,000 <br /> Presented by Chief Dan Templeman, Police and <br /> Chris Lark, Parks and Facilities <br /> Council Member Vogeli left the meeting at 7:10 p.m. <br /> Police Assessment Request for Proposals (RFP) <br /> Presented by Chief Dan Templeman, Police <br /> Discussion ensued regarding Council and community engagement during the RFP <br /> process, advertising for the RFP, and the evolution of policing. <br /> Council Member Bader asked if an aspect of the RFP addressed keeping crime <br /> rates low with different staffing models. Chief Templeman stated this is not stated <br /> explicitly however he would revisit the RFP and report back to Council. <br /> Regional Fire Authority Planning Update <br /> Presented by Chief Dave DeMarco, Fire <br /> Discussion ensued regarding assets brought forth by both Everett Fire Department <br /> (EFD) and Fire District 4, cost savings within the departments based on services <br /> offered, department size ratio, the possibility of utilizing Fire District 4's <br /> functioning training facility vs. updating the EFD training facility, fire platoon <br /> scheduling, salaries and benefits comparisons, costs for taxpayers, a fire benefits <br /> charge, and the need to do a financial analysis as the next step. Council members <br /> concurred to move forward with a financial analysis. <br /> 5 <br />
