The source of funds for the project is Capital Improvement Program 3 (CIP-3). The project <br />cost estimate is $280,000. These costs include all construction activities, contingency, tax, and all <br />other costs associated with the project. This project is identified in the CIP-3 financial model. <br />Project summary statement: <br />Scheduled replacements to Parks playgrounds are necessary to keep them functional, enjoyable <br />for customers, compliant with new standards, and to minimize maintenance costs. Playgrounds <br />are typically replaced about every 15 years. The Howarth Park playground was built in 1987. <br />The playground is being designed for two age groups: 2 to 5 and 5 to 12-year old. It is also being <br />designed with inclusive elements so people of all ages and abilities will be able to access the play <br />areas, participate and be challenged. The playground design has been presented at both Howarth <br />neighborhood meetings and Park Board meetings to allow input towards the goals and types of <br />equipment for the new playground. <br />Playground replacement work includes demolition of the existing playground, removal of the <br />engineered wood fiber surfacing system, construction of a new rubber tile surfacing system, <br />installation of the new playground equipment and certification of the design and installation. The <br />work for this project is planned to begin in the Fall of 2021 and should take approximately six <br />months to complete. <br />The Howarth Park Playground will be purchased using a purchasing cooperative contract, in <br />compliance with the City of Everett procurement requirements. <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating a special improvement project entitled "Howarth Park Playground <br />Replacement Project", Fund 354, Program 069, to accumulate all costs for the improvement <br />project. in the amount of $280,000 <br />
