F. Council's Comments/ Liaison Reports <br />G. Administration Update on prior business <br />H. City Attorney <br />I. Public Comments- All public comments at the start of the council meeting should be limited to issues <br />not on the formal agenda; public comments on specific items on the agenda shall be allowed before <br />council action is taken on those items. (See Guidelines for Public Comment Period and Public Hearings) <br />J. Consent Items- consisting one or more of the following items: final approval of leases and contracts, <br />deeds or easements, acceptance of gifts and donations, approving and accepting grants, <br />authorization of Community Development Block Grant program agreements with approved <br />agencies, setting dates for public hearings, approval of change orders, acknowledging receipt of claims for <br />damages against the City, approval of claims or vouchers, Items requiring no Council discussion, simply <br />a yes/no vote and any other such routine items as the Administration may deem appropriate to be <br />placed upon such a Consent Agenda. Any Council Member may have a matter removed from the <br />Consent Agenda for separate consideration upon notice to the Presiding Officer. <br />K. Proposed Action Agenda- Items appearing on Council's upcoming agenda requiring Council action <br />but not requiring lengthy staff presentation, 1st and 2"d reading of ordinances not requiring staff <br />presentations. <br />L. Action Items- Items where there may be discussion as well as reports by staff. <br />M. Council Briefing Agenda- Prospective Council agenda items or informational items. Matters of <br />importance that should be publicly discussed at a Council meeting held prior to the meeting where <br />action is to be taken. <br />N. Executive Session <br />0. Adjourn <br />Besides serving other purposes, M (Council Briefing Agenda) and K (Proposed Action Agenda) are <br />intended to serve as the time for the Council to be acting in the capacity of a Committee as a Whole. <br />SECTION 4: REMARKS AND DEBATES. <br />In presiding over the Council Meeting, the Presiding Officer may move to end debate on any issue and call <br />for a vote, provided that each member has had at least one opportunity to speak to the issue. If that <br />motion is seconded, no discussion will be allowed until the President's motion is voted upon. <br />SECTION 5: PUBLIC COMMENT. <br />A. To facilitate the orderly presentation of public comments, those wishing to speak should <br />complete a speaker sheet before the start of the meeting and present it to the Council Staff. <br />B. All public comments at the start of the council meeting should be limited to issues noton the <br />formal agenda; public comments on specific items on the agenda shall be allowed before <br />council action is taken on those items. <br />C. To ensure equal opportunity for the public to comment, a speaker's comments should be <br />limited to three minutes per person, unless prior approval for additional time is allowed by the <br />Council President, and/or in those instances where the person is representing a group or <br />organization, in which case five minute should be allowed.
