EXHIBIT C <br /> STATEMENT OF WORK/PROJECT DESCRIPTION <br /> EVERETT PALLET SHELTER PILOT COMMUNITY <br /> I. PALLET SHELTER PILOT COMMUNITY DESCRIPTION <br /> In compliance with the terms of the Contract, the Agency shall perform the tasks <br /> and services and carry out the Project as described as follows. <br /> A. The Project shall provide short-term temporary shelter (lodging) for people <br /> experiencing homelessness. It shall be operated as a continuous stay shelter <br /> offering living arrangements where individuals have a room or bed assigned <br /> to them through the duration of their stay. <br /> B. The Agency shall comply with Commerce's Guidelines for the Shelter <br /> Program Grant, dated August 2020, and as may be subsequently amended, <br /> at https://www.commerce.wa.gov/wp-content/uploads/2020/09/hau-ofah- <br /> shelter-guidelines-2020-2023.pdf for details on administrative requirements, <br /> allowable expenses, allowable interventions, facility requirements, reporting, <br /> and other required policies and procedures. <br /> II. SERVICE DELIVERY <br /> Services shall be oriented toward bringing people experiencing unsheltered <br /> homelessness inside and exiting participants to permanent housing and positive <br /> destinations quickly. <br /> A. Rules and Policies <br /> The Agency must have realistic and clear expectations. Rules and policies <br /> must be narrowly focused on maintaining a safe environment for participants <br /> and the community and avoiding exits to homelessness. The Agency must <br /> have flexible intake schedules and require minimal documentation. <br /> 1. The Agency shall follow a low-barrier approach. At a minimum, <br /> participants must not be screened out based on the following criteria: <br /> a. Having little or no income; <br /> b. Having poor credit or financial history; <br /> c.
