1.0 PROPERTY LOCATION AND SITE DESCRIPTION <br /> Wetland Resources, Inc. (WRI) performed a site investigation on April 27, 2016 to locate <br /> jurisdictional wetlands and streams on and in proximity to Snohomish County parcel <br /> #00449500009300 located at 4800 Dogwood Drive in Everett, Washington (Section 36, <br /> Township 29N, Range 04E, W.M.). The subject property is situated within the Snohomish <br /> Watershed,Water Resources Inventory Area(WRIA) 7. <br /> The 0.54-acre site is located in a residential neighborhood. The subject property contains an <br /> existing church building, a shed and parking area. Dogwood-Elm Creek flows north just west of <br /> the property. <br /> The boundary of a previously delineated wetland that occurs at the base of a steep slope along <br /> the western property boundary was verified. The wetland was rated using the Department of <br /> Ecology Wetland Rating System for Western Washington 2014 update (per Everett Municipal <br /> Code - EMC 19.37.090). The wetland is a Category IV wetland with a habitat score of 5, which <br /> results in a 44-foot buffer (EMC 19.37.110). The stream is a Type Ns stream and receives a 50- <br /> foot buffer. In situations where wetland and stream buffers overlap, the most restrictive buffer <br /> applies. In addition, steep slopes require a 25-foot buffer. Pursuant to EMC 19.37.110(B)(1), <br /> increased standard buffer widths are required when the minimum buffer for a wetland extends <br /> into an area with a slope of greater than twenty-five percent.
