The cover email sent with the parking and consent agreements contained additional <br /> information from Pastor Tapper, stating: <br /> An additional benefit to the community that I failed to mention was our Celebrate <br /> Recovery on Tuesday nights which is a recovery program for people that are <br /> challenged with all types of addictions and struggles. We serve around 100 adults, <br /> teens, and children every Tuesday night.5 <br /> Exhibit 15. <br /> CONCLUSIONS <br /> Jurisdiction: <br /> Pursuant to EMC 15.16.100 and 15.16.110.A(15), the Everett Hearing Examiner has <br /> jurisdictional authority to hear and decide requests for special property use permits. Pursuant to <br /> EMC 15.16.080.A.4,the Planning Director is the official with authority to decide requests for <br /> buffer width averaging;however,EMC 15.16.030.E provides that a project that involves two or <br /> more land use permits may be processed collectively under the highest numbered classification <br /> required for any part of the application. <br /> Criteria and Standards for Review: <br /> Pursuant to EMC 19.41.150.C, applications for special property uses may be approved if the <br /> proponent demonstrates compliance with the following general evaluation criteria: <br /> 1. The need of the neighborhood, district, or City for a proposed Special Property Use. <br /> 1 <br /> 2. The adequacy of streets,utilities, and public services required to serve a proposed <br /> use. <br /> 3. The impact of traffic generated by the proposed use on the surrounding area, <br /> pedestrian circulation and public safety; and ability of the proponent to mitigate such <br /> potential impacts. <br /> 4.
