A portion of the wetland buffer to be enhanced consists of a sparsely vegetated area that is <br /> located adjacent to the parking lot (which consists of maintained lawn and gravel). A portion of <br /> the vegetated buffer area contains invasive species; these invasive species will be removed from <br /> the buffer. Due to the steep slopes located in the buffer, WRI recommends that woody invasive <br /> species, such as Himalayan blackberry (Rubus armeniacus), be cut and stumps treated immediately <br /> with an herbicide approved for use in wetlands, such as glyphosate, with an oil or other carrier. <br /> This treatment is most effective in the fall. This approach will avoid potential erosion of the steep <br /> slope that could result from soil disturbance associated with grubbing out the roots by mechanical <br /> means. Herbicide shall be applied by a licensed applicator,with City approval, following all label <br /> recommendations. This buffer enhancement plan is designed to improve the function of the on- <br /> site buffer by replacing degraded buffer areas with a diverse and complex native plant <br /> community. <br /> 9.1 BUFFER ENHANCEMENT PLANTING PLAN <br /> A portion of the enhancement area currently consists of gravel. The gravel shall be removed and <br /> the area decompacted prior to planting. Following decompaction, 3 inches of premium topsoil <br /> shall be tilled into the top 6 inches of existing soil. The topsoil amendment shall have at least 15 <br /> percent organic content. If the buffer area that currently consists of maintained lawn is found to <br /> be compacted, the above procedure shall be implemented in this area as well prior to planting. <br /> The remaining portions of the buffer contain a mix of native and invasive species. After removal <br /> of invasives, native plants will be interspersed as needed in these areas. After site preparation, the <br /> enhancement area will be planted with the following species. No less <br /> than 2 to 4 inches of woodchip mulch shall be applied in a circle (at least 2-foot radius) around <br /> the installed plant.
