Your Northwest renewables utility <br />November 1, 2016 <br />Verizon Wireless <br />ATT: Lelah Vega <br />3245 158" Ave SE, MS231 <br />Bellevue, WA 98008 <br />RE: Site Name: SEA BAGSHAW <br />Location: 2715 Everett Ave, Everett, WA 98201 <br />Dcar Lelah; <br />We have received the application submitted to Snohomish County PUD (District) concerning the proposed <br />installation of a Wireless Communication Facility (WCF) antenna system on an existing distribution line structure at <br />2715 Everett Avenue, Everett, Washington. It is understood that the primary usage of the structure shall retrain as <br />part of the District's electric system and the installation of the WCF equipment is a secondary function which may <br />require modification to or replacement of the existing structure. <br />The District will be responsible for developing the design loads for the structure and performing the design of the <br />structure which includes all equipment mounted on the structure including the WCF equipment per the Washington <br />Administrative Code 296-46, the National Electric Safety Code (NESC) and electric utility standards and practices. <br />The analysis will use WCF antenna loads and design provided by Verizon <br />Utility structures have long been exempt from the Uniform Building Code (UBC) under section 101.3 of the 1997 <br />code and the change to the International Building Code (IBC) in 2000 through 2015, under section 105.23 has not <br />eliminated that exemption. Public utility structures are specifically exempt from the provision of the IBC and as <br />such design calculations are not required to be provided to the permitting agency. However, the District <br />acknowledges that WCF is a secondary function on The utility structure and the owner of such equipment will be <br />required to comply with the county permitting and review process. District construction personnel or other <br />designated qualified electrical workers will be responsible for any work qn the structure in and above the electric <br />supply space which involves work such as electric lines, equipment modifications, installation of a new pole and/or <br />installation or maintenance of antennas and cable.
