I <br /> 1.0 Project Overview <br /> 1.1 General Description of Project <br /> The project site is located on the existing Denny Juvenile Justice Center site (902 Pine Street, <br /> Everett, WA 98201) and is encompassed by one tax parcel (29051700102000). The parcel is <br /> approximately 9.25 acres in total size and the area affected by redevelopment is approximately <br /> 0.70 acre. The project parcel is bounded by Pine Street to the east, 10th Street to the south, <br /> Everett Community College to the west, and single-family residential developments to the north. <br /> Refer to Appendix A-1 for a Site Vicinity Map. <br /> The project proposes to construct a new building addition to the existing Denny Juvenile Justice <br /> Center, renovate the existing juvenile housing facility, and construct new drop-off, parking area, <br /> service loading, and pedestrian walks. Stormwater will be collected and routed to the bioretention <br /> cell and ultimately discharged to the existing combined sewer system. The existing Denny <br /> Juvenile Justice Center will be maintained during construction. <br /> Stormwater management will comply with the City of Everett 2010 Stormwater Management <br /> Manual(City Manual), along with Interim Policy 2-11 and City of Everett Standard Plans. This <br /> report has been prepared to document how the project meets Minimum Requirements 1 through <br /> 9, as outlined in the City Manual. <br /> 1.2 Existing Conditions <br /> The project site currently has existing buildings, parking area, drop-off area, and sidewalks. <br /> Vehicular access is from 10th Street and Pine Street. <br /> The site has roughly 12 feet of fall across the developed portion of the site, with the highest point <br /> along the northeastern boundary at roughly 105 feet, and the lowest point along the southwestern <br /> boundary at roughly 93 feet. The site slopes generally from the northeast to the southwest. The <br /> project site drainage is considered a single Threshold Discharge Area (TDA). In the existing <br /> conditions, runoff generated within the project site is collected by catch basins and discharged to <br /> a combined storm/sewer system. Refer to Appendix A-2 for an Existing Conditions Map. <br /> According to the USDA(Appendix A-8, USDA Soil Map), the site soils consist of Alderwood- <br /> Urban land complex, 2 to 8 percent slopes, Bellingham silty clay loam and urban land. A <br /> geotechnical report was prepared by GeoTest Services, Inc. on November 16, 2018, giving <br /> additional soil information (see Appendix B-2). <br /> 1.3 Developed Conditions <br /> The project proposes to renovate the existing Denny Juvenile Justice Center and construct a new <br /> building addition on the east side. The project will demolish part of the existing parking, <br /> vegetated area, sidewalks, and access road. Improvements include construction of a new <br /> building addition, utilities, service loading access drive, pedestrian walks, and parking area with <br /> ADA stalls. In addition, some of the existing paved surface will be converted to grass area, which <br /> will increase site vegetation. <br /> The project site area is 0.72 acre, with 0.46 acre of new and replaced impervious area, which is <br /> delineated on Appendix A-3, Developed Conditions Map. A bioretention cell will be constructed <br /> to provide onsite stormwater management. Runoff generated by the new roof, parking area, <br /> sidewalk, service loading access drive, and non-target impervious area will be routed to the <br /> bioretention cell for flow control. Existing trees within the project site will be preserved. Some of <br /> the exiting pavement will be converted to vegetated area.
