RCW 69.50.412(1) and (5), as currently enacted or later amended, are hereby adopted by <br />reference as if laid out in full herein. <br />A. It is unlawful for any person to use, or possess with intent to use, drug paraphernalia to plant, <br />propagate, cultivate, grow, harvest, manufacture, compound, convert, produce, process, prepare, test, <br />analyze, pack, repack, storc, contain, conceal, inject, ingest, inhale or otherwise introduce into the <br />human body a controlled substance other than marijuana. Any person who violates this section is guilty <br />of a misdemeanor. <br />B. Nothing in subsection A of this scction prohibits any person over thc age of eighteen from possessing <br />sterile hypodcrmic syringes and needles for thc purpose of reducing bloodbornc disuses. <br />Section 6. Section 3 of Ordinance No. 1653-89, as amended (codified at EMC 10.35.030), is <br />amended as follows, with strikeouts deleted and underlining added: <br />Manufacture or delivery of drug paraphernalia. <br />RCW 69.50.412(2) and (5), as currently enacted or later amended, are hereby adopted by <br />reference as if laid out in full herein. <br />A.
