The prospective primary participant certifies to the best of its knowledge and belief, that it and its principals: <br /> A. Are not presently debarred, suspended,proposed for debarment, declared ineligible, or voluntarily <br /> excluded from covered transactions by any Federal department or agency; <br /> B.
