Less Lethal Devices
Washington State Legislature enacted Substitute House Bill 1310 which will go into effect July
2021, which in part, stresses the use of less lethal force options. As part of Everett Police
Department's efforts to comply with legislature's intent, the FY21 JAG grant will be utilized in
the purchase of several less lethal devices, BolaWraps, for use by patrol operations. The total
cost for ten(10)units is $16,228,based upon quotes from various vendors and will be procured
through either a state contract or competitive bidding process as outlined in the City of Everett
Procurement Policy 400-12-06.
Federal Funding—Less Lethal Equipment
#of Units Cost Per Total
BolaWrap, Cartridges, Holsters Year 1 10 1,623 16,228
Adapters, Batteries
TOTAL Cost 16,228
Computer Forensics Equipment
Additional needs for efficiencies in the Computer Forensics division is necessary with the
implementation of new interview room recording systems and upgrading or adding new
processing equipment. The Computer Forensics team is responsible for managing the download
of digital evidence from the recording systems, processing phone data and security camera
footage, and providing digital evidence to prosecutors while both in the office and out in the
field.
Necessary equipment needs include one (1) Dell laptop, estimated cost is $1,646,to be used as a
tool while in the field. The laptop will be utilized to process phones, analyze body-worn camera
and security camera footage. Additionally, there is a need for four(4) Surface Go 2 Tablets for
use in the field, estimated cost is $2,548. The tablets would allow for portability of digital
evidence processing and have the capability to record system brands, cameras, formats and date
and time offsets presented within the recorded evidence.
Along with the proposed equipment, it is necessary to provide corresponding software/licenses
to analyze the digital evidence being processed. iNPUT ACE is currently being used as a tool
for this purpose. One (1) additional software package to include the first year and second year of
licensing, is essential for the team to work efficiently to analyze video software, create still
images and transcoding of small videos, all required evidence to present for prosecution. Having
the additional software package will decrease possible delays in this process. The estimated cost
for the software and licensing in year one is $2,740 with the second-year licensing at $2,191.
The total cost for the Computer Forensics equipment is $9,125 and is based upon quotes from
various vendors and will be reviewed by City of Everett Information Technology with
