Roberts <br />Director <br />Findings: The City of Everett Planning Department received an application from you to <br />allow a "modification )f landscape requirements" for required street frontage landscaping. <br />The request is to provide plant types different than required by the Zoning Code. The <br />Zoning Code requires that 10 feet of Type III landscaping be provided along the street <br />frontages. Type III landscaping includes <br />• Canopy -type deciduous trees or spreading evergreen trees spaced at 30 feet on center. <br />• Shrubs and living ground cover to attain a coverage of 90% within three years of planting. <br />Up to 75% of the area may be planted in grass. The remaining area must be planted with <br />shrubs planted at a density of 5 shrubs per 100 sf. <br />Section 35.070 of the Zoning Code allows the Planning Director to authorize a reduced width <br />of planting or waive some or all of the landscaping requirements when one or more specific <br />conditions are met, including the following: When the applicant proposes an alternative <br />method of landscaping that would achieve the intent and purpose of the landscaping required in <br />the Zoning Code and which the Director determines to provide superior quality through the <br />use of native vegetation, preservation of groves of trees, preservation of wetlands and/or <br />wildlife habitat, increasing perimeter'andscape width in strategic locations, providing unique <br />focal points of interest, or through other [Weans. <br />The proposal includes four grass areas between plarting groups of trees, shrubs, ornamental <br />grasses and hand-picked rucks. The trees are not "canopy -type deciduous trees or spreading <br />evergreen trees," but instead are mostly Windmill palm trees and weeping evergreens, <br />(including weeping Sequoias and weeping Pines). The landscaping provides a unique setting <br />with a variety of plant materials from around the world.
