• VOA shall provide access to the public as a cooling or warming location during <br /> normal business hours on an as needed basis in the event of extreme temperatures <br /> or emergency. <br /> • VOA shall manage all aspects of its own operations, including, but not limited to, <br /> promotion, advertising, personnel selection,supervision, coordination with City, <br /> inventory, control and care of its own personal property, and inventory and care of <br /> City property. <br /> • Twice a year VOA shall provide City with an operational summary of activities and <br /> attendance occurring during the previous six months. <br /> An Agreed Service Plan may revise,supplement and/or provide additional detail regarding the <br /> requirements of this subsection C. <br /> D. Center Management <br /> Unless specifically provided otherwise by the current Agreed Service Plan,VOA shall provide <br /> the following Services: <br /> • VOA shall manage the Center for the City, including selling memberships, <br /> fundraising, and renting the facility. <br /> • VOA will be responsible for implementing and carrying out all personnel support <br /> functions necessary to ensure successful accomplishment of its tasks and activities. <br /> City's Parks Director or designee shall communicate to VOA such tasks and <br /> activities. <br /> • In consultation with City, VOA shall establish management practices for rental of the <br /> Center and the sale of memberships that follow City policies and guidelines. <br /> • VOA shall establish rental rates for the Center, subject to City's reasonable approval. <br /> VOA shall use a form rental agreement for all Center rentals that is pre-approved by <br /> the City Attorney. If a renter intends to serve alcohol,the renter must provide <br /> evidence of liquor liability insurance satisfactory to the City's Risk Manager prior to <br /> the start of the rental. <br /> An Agreed Service Plan may revise,supplement and/or provide additional detail regarding the <br /> requirements of this subsection D. <br /> E. Staffing <br /> Unless specifically provided otherwise by the current Agreed Service Plan, VOA shall staff <br /> the Center in accordance with the following: <br /> 1. Full-Time Staff. VOA shall staff the Center with at least three (3)full-time <br /> dedicated personnel focused on Center general management, Center activity programming, and <br /> Center customer service. <br /> 3 <br />
