The <br />estimated cost for the design phase of this project which will include design and <br />selective demolition of some existing structures is $39,600,000. <br />Project summary statement: <br />The former Kimberly Clark industrial wastewater treatment plant (KC WWTP) was <br />acquired by the City of Everett with the intent that the site be repurposed to provide <br />detention of urban stormwater and combined sewer flows to bring Puget Sound Outfalls <br />(PSOs) 4 through 7 into regulatory compliance. The existing KC WWTP will be integrated <br />into the City's wastewater system by converting the site infrastructure into a combined <br />sewage storage facility and constructing new sewers to convey wastewater to and from <br />the facility. The new facility, named the Port Gardner Storage Facility (PGSF), will be <br />used to temporarily store combined sewer flows until the collection system has the <br />available capacity to convey flows to the Everett Water Pollution Control Facility (WPCF). <br />This ordinance will provide funding for the design phase of the improvement project <br />which will include selective demolition of some existing structures. Upon completion of <br />design, Public Works will return with a new ordinance that will include construction <br />funding for Council consideration. <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating a special improvement project entitled "Port Gardner <br />Storage Facility" Fund 336, Program 024. <br />
