The requested funding amount is based on pricing <br />received through the City's Job Order Contracting process and includes sales tax, fees, and a <br />construction contingency. This project is included in the CIP-3 financial model. <br />Project summary statement: <br />The City purchased the Madison -Morgan property at 528 Madison Street using Snohomish <br />County Conservation Futures program funds in 2010. In 2011 the City cleaned up the property <br />and made minor improvements. <br />Since 2017 Parks staff have attended several meetings with the Evergreen and View Ridge <br />Neighborhood groups to solicit input and formulate a list of general park improvements. Also, <br />since 2017, the city has purchased the adjacent property to the West at 518 Madison Street <br />again utilizing Snohomish County Conservation Futures program funds. The City has razed the <br />house at 518 Madison Street and the rest of the lot is native vegetation that abuts the 528 <br />Madison Street property's native vegetation. <br />The plan Parks staff has come up with in coordination with the neighborhood groups is to make a <br />complete nature trail that encircles this whole block of native vegetation in the 518 and 528 <br />Madison Street properties. In addition, we are adding picnic benches, a central meeting area, <br />clearing invasive underbrush, and adding native plantings with interpretive signs. Other <br />improvements to the park will be trail bollards and fence repair on the South side of the property <br />line. <br />Another use of the funds will be renovations to the residence that is located within the park to <br />bring it to a rentable state. <br />Anticipated completion of the improvements is the fourth quarter of 2021. <br />Recommendation (exact action requested of Council): <br />Adopt an Ordinance creating the special construction fund entitled "Madison Morgan Park <br />Improvements", Fund 354 Program 063, to accumulate the construction costs in the amount of <br />$315,000. <br />
