5.0 DISCUSSION OF MINIMUM REQUIREMENTS <br />The proposed project creates more than 5,000 square feet of new hard plus replaced hard <br />surface but the value of the proposed improvements — including interior improvements — <br />does not exceed 50% of the assessed value. Therefore, only minimum requirements #1 <br />- #5 will be addressed as part of this project. <br />The assessed value of the proposed improvements was coordinated with City Staff and <br />determined by preparing an Engineer's Estimate for the proposed site development <br />improvements and utilizing the City's valuation schedule to determine the value of the <br />building improvements. This is summarized below. <br />Chase Bank 2679 SF @ 134/SF = $358,986 <br />Jack in the Box 426 SF @142/SF = $60,066 <br />Engineer's Estimate = $121,001 <br />Total = $540,053 <br />According to the County Assessor the existing site improvements are valued at <br />$1,217,900. 50% of this assessed value is $608,950 which is greater than the total of the <br />proposed site improvements. Detail calculations as well as correspondence with City Staff <br />can be found in Appendix A. <br />#1 - Preparation of Storm water Site Plans <br />This storm water site plan satisfies this requirement. <br />#2 - Construction Stormwater Pollution Prevention Plan (SWPPP) <br />A Construction Stormwater Pollution Prevention Plan is included within this submittal. <br />#3 - Source Control of Pollution <br />Applicable Source Control BMPs that may be needed for this project are located in the <br />SWPPP included within this submittal. <br />#4 - Preservation of Natural Drainage Systems and Outfalls <br />The project preserves the pre -developed drainage conditions. <br />#5 - On -site Stormwater Management <br />There appears to be insufficient area and inadequate soils on the site for individual lot <br />drainage systems. All landscaping areas and disturbed pervious areas shall employ post - <br />construction soil quality and depth BMP, and all stormwater runoff will be collected and <br />conveyed to the existing downstream system. <br />
