1 ORDINANCE NO. 3831 2 AN ORDINANCE annexing certain property to the City of Everett in compliance with Chapter 128 of the laws of the State 3 of Washington, 1945, as amended, and declaring an emergency to exist. 4 WHEREAS, a petition in writing signed by the owners of 5 more than seventy-five (75%) in value according to the assessed valuation for general taxation of the property for which annex- 6 ation was petitioned, which petition set forth a description of the property according to governmental legal subdivisions and 7 legal plats and which petition was accompanied by a plat and I drawing which outlined the boundaries of the property sought to 8 be annexed, has been filed with the City Commissioners of the City of Everett, a municipal corporation, and 9 WHEREAS, the Commissioners of the City of Everett, a 10 municipal corporation, did fix the 31st day of May, 1961, for hearing upon said petition and caused notice of hearing to be 11 published in one issue of the Everett Daily Herald, a newspaper of general circulation in the city, and caused said notice also 12 to be posted in three (3) places within the territory proposed for annexation, which notice as published and as posted specified 13 the time and place of hearing and invited interested persons to appear and voice approval or disapproval of the annexation, and 14 WHEREAS, following the hearing the Commissioners of Everett, 15 a municipal corporation, have determined to annex all of the property described in the petition as hereinafter set forth. 16 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 17 Section 1: That an emergency is hereby declared to exist 18 and this ordinance shall take effect upon its passage and publication. 19 Section 2: That the property hereinafter described be, and 20 the same is hereby annexed to the City of Everett . on May 31, 1961. 21 Lot 16, Block 5 of the Plat of Beverly Hills, Division No. 1. 22 Section 3: That upon the annexation of the property here- 23 inabove set forth said land thereof annexed shall become a part of Everett, a municipal corporation, and shall be subject to all 24 its laws and ordinances then and thereafter in force, PROVIDED that no property within the limits of the annexed territory shall 25 ever be taxed or assessed to pay any portion of any indebtedness of Everett contracted prior to or existing at the time of such 26 annexation; nor shall any of the annexed property be released from any taxes or assessments levied against it, or from liability 27 for payment of outstanding bonds or warrants issued prior to 1 such annexation. 28 29 30 31 32 j
