• EVERETT WASHINGTON RESOLUTION NO. 7450 A RESOLUTION of the City of Everett establishing a fee waiver program to benefit the public by incentivizing large-scale capital investment in youth programming in the City WHEREAS, A. Economic Development in the City through capital investment,tourism promotion,and family friendly attractions is consistent with the City's 2019 priority to promote and support economic and cultural vitality. B. Waiving building permit fees for nonprofit organizations making large-scale capital investments in the City that will primarily attract youth and families will benefit the public. C. Youth and family programming in the City will attract residents and visitors to the City resulting in increased tourism,sales to local businesses,and enhancing the vitality of the City. D. Incentivizing youth programming will increase the livability and desirability of the City to families with children of all ages. NOW,THEREFORE,BE IT RESOLVED THAT: 1. The Building Official and Fire Code Official, pursuant to their authority in 16.005.040, may, by rule,establish a fee waiver program consistent with section two below. 2. Fee Waiver Program. a. All fees established by the Building Official and the Fire Code Official pursuant to EMC 16.005.040.A.13 will be waived for projects in the City of Everett that meet all of the following conditions: i. The project owner is currently recognized by the IRS as tax exempt pursuant to section 501(c)(3)of the Internal Revenue Code. ii. The project is non-residential. iii. The project has an estimated total cost of$20M or more. iv. The Building Division project valuation used for calculating permit fees is$5M or more. v. The primary purpose of the project is to offer, promote, or support youth programs.
