• <br /> EVERETT <br /> WASHINGTON <br /> RESOLUTION NO. 7450 <br /> A RESOLUTION of the City of Everett establishing a fee waiver program to benefit the public by <br /> incentivizing large-scale capital investment in youth programming in the City <br /> WHEREAS, <br /> A. Economic Development in the City through capital investment,tourism promotion,and family <br /> friendly attractions is consistent with the City's 2019 priority to promote and support economic <br /> and cultural vitality. <br /> B. Waiving building permit fees for nonprofit organizations making large-scale capital investments <br /> in the City that will primarily attract youth and families will benefit the public. <br /> C. Youth and family programming in the City will attract residents and visitors to the City resulting <br /> in increased tourism,sales to local businesses,and enhancing the vitality of the City. <br /> D. Incentivizing youth programming will increase the livability and desirability of the City to families <br /> with children of all ages. <br /> NOW,THEREFORE,BE IT RESOLVED THAT: <br /> 1. The Building Official and Fire Code Official, pursuant to their authority in 16.005.040, may, by <br /> rule,establish a fee waiver program consistent with section two below. <br /> 2. Fee Waiver Program. <br /> a. All fees established by the Building Official and the Fire Code Official pursuant to EMC <br /> 16.005.040.A.13 will be waived for projects in the City of Everett that meet all of the <br /> following conditions: <br /> i. The project owner is currently recognized by the IRS as tax exempt pursuant to <br /> section 501(c)(3)of the Internal Revenue Code. <br /> ii. The project is non-residential. <br /> iii. The project has an estimated total cost of$20M or more. <br /> iv. The Building Division project valuation used for calculating permit fees is$5M or <br /> more. <br /> v. The primary purpose of the project is to offer, promote, or support youth <br /> programs. <br />
