A <br />previously approved plans and systems ordinance created the Port Gardner Storage <br />Facility special improvement project and allocated $39,600,000 for design services and <br />selective site demolition. Upon completion of design, Public Works will return with a <br />new ordinance that will include construction funding for Council consideration. Project <br />funding is provided by Fund 336 — Water & Sewer System Improvements Fund <br />Project summary statement: The former Kimberly Clark industrial wastewater <br />treatment plant (KC WWTP) was acquired by the City of Everett with the intent that the <br />site be repurposed to provide detention of urban stormwater and combined sewer <br />flows to bring Puget Sound Outfalls (PSOs) 4 through 7 into regulatory compliance. The <br />existing KC WWTP will be integrated into the City's wastewater system by converting the <br />site infrastructure into a combined sewage storage facility and constructing new sewer <br />lines to convey wastewater to and from the facility. The new facility, named the Port <br />Gardner Storage Facility (PGSF), will be used to temporarily store combined sewer flows <br />until the collection system has the available capacity to convey flows to the Everett <br />Water Pollution Control Facility (WPCF). <br />Recommendation (exact action requested of Council): Authorize the Request for <br />Qualifications and Request for Proposals for the Port Gardner Storage Facility project. <br />
