Project summary statement: On April 7, 2021, Council authorized the Mayor to sign Amendment No.1 to the property use agreement with the Everett School District regarding Doyle Park. The amendment formalized the agreement with the City and the District regarding capital improvements made by the City to the property. The amended agreement has allowed the City to pursue the replacement of the Doyle Park playground equipment. Scheduled replacements to parks playgrounds are necessary to keep them functional, enjoyable for customers, compliant with new standards, and to minimize maintenance costs. Playgrounds are typically replaced about every 15 years. The Doyle Park playground was built in 1987. The quotation provided by Buell Recreation LLC includes demolition of the existing playground, and all playground equipment and installation services including the rubber tile surfacing system. The work is planned to begin in the Fall of 2021 and take approximately six months to complete. The playground equipment and labor are available for purchase from Buell Recreation LLC through the KCDA competitively bid contract #18-315/COE #2018-109. The City has an Interlocal cooperative purchasing agreement with KCDA that allows for purchases from its competitively awarded contracts in lieu of soliciting bids on our own. KCDA requires that the purchase order be made directly to them in lieu of Buell Recreation LLC. Recommendation (exact action requested of Council): Award and authorize purchase of playground equipment and installation from Buell Recreation LLC with the Purchase Order made to KCDA from KCDA #18-315/COE #2018- 109 in the amount of $313,424.10, including Washington State sales tax.
