Ratliff <br /> Subject: 2615 Broadway-Administrative Modification of Sign Standards Application <br /> Attachments: S1908-002 - PLANNING CORRECTION EMAIL.pdf <br /> Good Morning David, <br /> Thank you for your interest in doing work within the City of Everett.The Planning Division recently received via mail, an <br /> Administrative Modification of Sign Standards application and associated submittal documents for the QFC located at <br /> 2615 Broadway. Upon reviewing the application for"counter complete status" per EMC 15.20.030, staff have <br /> determined that we cannot accept the application at this time and as such it's considered rejected.The application <br /> information submitted does not include details of all signs on site and the "existing" signage identified is inaccurate,as <br /> detailed below. <br /> A sign permit (S1908-002) was issued for this site in October 2019. Work has already been completed to reface the <br /> existing nonconforming freestanding sign, and the QFC sign cabinet(identified in your submittal as"existing") has also <br /> been replaced already. However the existing pharmacy cabinet sign has not yet been removed as required and shown <br /> with the issued sign permit/plan set. <br /> As part of that sign permit review process, it was identified the site had two nonconforming signs(the freestanding sign <br /> and pharmacy cabinet sign). It was required,as part of that permit,that one of the nonconforming signs be removed or <br /> brought into conformance in accordance with EMC 19.36.070. I have included my colleague's prior correction <br /> correspondence regarding S1908-002 for reference. In order to retain the existing nonconforming freestanding sign, it <br /> was identified and conditioned in the plan set that the pharmacy cabinet sign would be the nonconforming sign <br /> removed as part of the sign permit. No replacement signage for the pharmacy sign was identified or proposed in that <br /> permit/plan set.The sign permit must receive the appropriate inspections/Final approvals or the permit will be <br /> considered invalid and subject to standard Code Enforcement procedures. <br /> Please refer to the following options moving forward and let staff know how you would like to proceed: <br /> • Remove the pharmacy cabinet sign completely as conditioned and required via S1908-002 and request the <br /> appropriate inspection(s)to final that permit. No additional signs requiring a permit may be proposed without <br /> complying with the regulations of EMC 19.36.070 and removing the nonconforming freestanding sign on site; or <br /> • Submit revisions to the plans approved as part of S1908-002 ("revisions after issuance") and identify a <br /> replacement sign for the pharmacy cabinet that meets the UM code requirements such as a new backlit cabinet <br /> sign not exceeding 6sqft or individual channel letters not exceeding 6.6 square feet (so the total wall signage on <br /> that facade doesn't exceed the 100sf allowed). Provided the requested revisions are approved,then complete <br /> the work accordingly and request the appropriate inspection(s)to final the revised permit;or <br /> • Since the administrative modification process cannot be used as a means to circumvent the nonconforming sign <br /> removal requirements of EMC 19.36.070, a Variance application requesting that the existing nonconforming <br /> freestanding sign be retained would also be required if a new, larger(wall)sign is proposed.The administrative <br /> modification details and request would still be required as well and the re-submittal would need to be revised to <br /> accurately identify the existing conditions and all signage on site. <br /> In regards to your Application,the check was never processed; please let me know if you'd prefer we shred the <br /> submittal materials or if you/a representative would prefer to pick them up within the next week instead.
