The balance of the costs of the improvement shall <br /> be borne by and assessed against the property lying within the <br /> enlarged district liable therefor, of which 32/100 of one per cent <br /> of the costs of the improvement shall be borne by and assessed <br /> against that portion of the enlarged district lying between the <br /> termini of the proposed improvement and extending back from the <br /> marginal line thereof, to the middle of the block thereof, as <br /> provided by law. The remaining portion of the costs and expenses <br /> of said imorovement, to-wit, 99.68 per cent, shall be distributed <br /> and assessed against all of the property included in the remainder <br /> of such enlarged district in accordance with the special benefits <br /> derived from the improvement without regard to the zone termini <br /> method of spreading assessments. The City shall not be liable in <br /> any manner for any portion of the costs and expenses of such <br /> improvement except as provided by Chapter 141, Session Laws of <br /> 1923, or acts amendatory thereto, and the ordinances of the City <br /> of Everett and except as herein provided. <br /> Section 4: That there is hereby established a local <br /> improvement district to be known as Local Improvement District <br /> No. (7 &, 0 , which district shall include all of the property <br /> described in Section 2. <br /> Section 5 : A special fund is hereby created to be <br /> called Local Improvement Fund No. &6, , which shall consist in <br /> the aggregate of the several amounts assessed, levied and collected <br /> on the several lots, tracts and parcels of land in said local <br /> improvement district and the proceeds of the sale of the bonds in <br /> said district for the purpose of defraying the costs and expenses <br /> of such improvement. <br /> - 2 - <br />
