<br /> AN ORDINANCE amending Section 2.20.050 and Section
<br /> 2.20.080, Everett City Code, providing for permit and licensing
<br /> of sewer contractors and providing for bond.
<br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN:
<br /> SECTION 1 : That Section 2.20.050, Everett City Code,
<br /> is hereby amended to read as follows :
<br /> 2.20.050 No connections without permit and then only
<br /> by licensed contractor. No person shall connect with or open or
<br /> penetrate any public sewer, side sewer or drain for any purpose
<br /> whatsoever, or lay, alter, extend or repair any public sewer,
<br /> lateral, side sewer or drain without first obtaining a permit
<br /> from the City Engineer as provided in this ordinance, and no
<br /> person, other than a licensed person as herein provided shall be
<br /> granted such permit except as hereinafter provided.
<br /> No person shall extend, repair, lay or alter any side
<br /> sewer, lateral or drain beyond the limits for which the permit
<br /> has been issued, provided, no, permit will be required for the
<br /> removal of obstructions in a side sewer line when the same can be
<br /> removed through a cleanout installed for that purpose .
<br /> No person, other than a bona fide owner of any building,
<br /> structure, lot or parcel of real property, doing his own work,
<br /> shall extend, repair, lay or alter any lateral, side sewer or
<br /> drain within the corporate limits of the City of Everett without
<br /> first obtaining a license and bond as provided in Section 8 of
<br /> this ordinance.
<br /> A bona fide owner of any building, structure, lot or
<br /> parcel of real property may be granted a permit to install a new
<br /> or alter or repair any side sewer or drain within the limits of
<br /> his property line without being licensed, provided all work shall
<br /> be done in accordance with the provisions of this ordinance .
<br /> SECTION 2: That Section 2.20.080, Everett City Code,
<br /> is hereby amended to read as follows :
<br /> 2.20.080 License fee, amount and condition of bond
<br /> required. At the time of issuing a license the person or persons
<br /> receiving the same shall file in the office of the City Clerk a
<br /> bond in the sum of Three Thousand Dollars ($3,000.00) with one ,
<br /> or more responsible sureties to be approved by the Commissioner
<br /> of Public Works of said City, conditioned that he, or they, will
<br /> indemnify and save harmless the City of Everett from all suits,
<br /> accidents and damages consequent therefrom for or by any reason
<br /> of any opening in said street, avenue, alley or highway, or for
<br /> the altering, laying, repair or extension of any side sewer,
<br /> lateral or drain, and that he or they will pay to said City any
<br /> and all damages to such sewers as shall result from carelessness
<br /> or want of skill in him or them, or those in his or their employ,
<br /> in making any connection with any public or private sewers which
<br /> he or they may at any time make or attempt to make, for any person
<br /> or persons whatsoever, or for any other purpose or object
<br /> whatsoever, and that he or they will also replace and restore the
<br /> street, avenue, alley or highway to as good a state and condition
