14.0 CONTINGENCY PLAN <br />If 20% of the plants are severely stressed during any of the inspections, or it appears 20% may <br />not survive, additional plantings of the same species may be added to the planting area. Species <br />substitutions may be allowed if approved by a wetland biologist and/or City of Everett. Elements <br />of a contingency plan may include, but will not be limited to: more aggressive weed control, pest <br />control, mulching, replanting with larger plant material, species substitution, fertilization, soil <br />amendments, and/or irrigation. <br />15.0 PROJECT MONITORING PROGRAM <br />15.1 PROJECT GoAis AND OBJECTIVEs <br />The goal of this enhancement plan is to improve the functions of the on -site buffer. The <br />objectives of the enhancement plan are to increase vegetative cover and species diversity and to <br />increase browsing, nesting, perching, and cover opportunities for wildlife. These objectives will <br />have been achieved when the enhancement areas meet the performance standards listed in <br />Section 15.3. <br />15.2 MONITORING REQUIREMENTs <br />Upon completion of the proposed buffer enhancement plan, an inspection by a qualified biologist <br />will be made to determine plan compliance. A compliance report (as -built report) will be supplied <br />to the City of Everett within 30 days after the completion of planting. The monitoring period will <br />begin after the City of Everett has approved the as -built report. A wetland biologist will perform <br />condition monitoring of the plantings annually in the fall for five years. A written report <br />describing the monitoring results will be submitted to the City of Everett after each site inspection <br />of each monitored year. The contracted consultant will prepare a report as to the success of the <br />project. <br />Inspection/Reporting Schedule <br />1. Initial compliance/as-built report <br />2. Annual site inspections for five years <br />3. Annual reports including final report (one report submitted in the fall of each monitored year) <br />Purpose for Monitoring <br />The purpose for monitoring this mitigation project shall be to evaluate its success. Success will be <br />determined if monitoring shows at the end of five years that the definitions of success stated <br />below are being met. The property owner shall grant access to the mitigation area for inspection <br />and maintenance to the contracted landscaper and/or wetland specialist and the City of Everett <br />during the period of the bond or until the project is evaluated as successful. <br />Monitoring <br />Monitoring shall be conducted annually for five years in accordance with the approved <br />monitoring program.
