available and appropriate de-escalation tactics prior to using any physical force, such as creating physical <br />distance by employing tactical repositioning and repositioning as often as necessary to maintain the <br />benefit of time, distance, and cover. <br />The Everett Police Department responded to over 123,900 calls for service in 20209, of which 74% <br />were generated through 911. Further, Everett Police Officers responded to sixty-three requests for service <br />outside the City of Everett, in nineteen different jurisdictions. The Everett Police Department's patrol <br />division is separated into two precincts which cover three geographic areas. During the dayshift, there are <br />a minimum of twelve patrol officers, with a maximum of twenty patrol officers, and three sergeants <br />working. During nightshift, there are a minimum of thirteen patrol officers, with a maximum of twenty- <br />one patrol officers, and three supervisors working. There are also several specialty units that support the <br />patrol division including four motorcycle officers, four bicycle officers, four community outreach and <br />enforcement team officers, four anti -crime team officers, three gang unit officers, and five sergeants to <br />supervise those units. In 2020, Everett Police Officers used reportable force10 in eighty-two incidents. <br />Additionally, in 2020 the Everett Police Department's Special Operations Group responded to four callouts <br />outside the City of Everett that occurred in four separate jurisdictions. The team averages three to four <br />callouts per year, with most occurring outside the City of Everett. <br />3. The Everett Police Department, being a general authority Washington law <br />enforcement agency is authorized to deploy less -than -lethal equipment acquired under this request for <br />proposals (RFP) to its officers for use in the performance of their duties. Additionally, the Special <br />Operations Group is authorized to use less -than -lethal equipment in the performance of its mission to <br />provide a professional response to civil unrest or special events while providing protection of life and <br />property for the community members of Everett. <br />9 Everett Police Department 2020 Annual Report <br />1° The Everett Police Department Policy Manual defines reportable force any "level I use of force (with injury or <br />complaint of injury) and all higher levels of force". <br />
