Additionally, the training includes information about the nomenclature of the equipment and the <br />projectiles, information about the Everett Police Department's less -than -lethal impact launchers and use <br />of force policies, malfunction clearing procedures, field stripping procedure, loading of the magazine, and <br />target areas and effective ranges. The training includes a written and practical test. All personnel below <br />the rank of lieutenant will attend training for use of the launcher system in 2022. <br />C. Project Schedule <br />The schedule for the project will commence upon the onset of the award approval <br />announcement. The completion of grant award contracts, procurement processing with possible <br />competitive bid requests and the conclusion of vendor contract agreements are anticipated to end within <br />the first quarter of 2022. Once the equipment is received, the Everett Police Department team will <br />immediately distribute the less -than -lethal equipment to identified and trained personnel within our <br />Patrol Operations and Special Operations Group for full deployment with expectation for project <br />completion by the end of second quarter in 2022. <br />D. Outcomes and Performance Measurement <br />The impact the Everett Police Department proposes to achieve as a result of the delivery of the <br />less -than -lethal equipment are multi -faceted. Primarily, that each compressed air less -than -lethal <br />launcher in the Operations division is available and in -use by members of the department. This would be <br />monitored and measured through the sign -out sheets for the equipment that personnel are required to <br />complete to check-out the equipment for use during a shift. <br />Additionally, the use of the compressed air less -than -lethal launcher is tracked and monitored <br />through the Everett Police Department's reportable use of force review process. Each application of the <br />equipment is a reportable use of force and is tracked and reviewed by the department's chain of <br />command through the Deputy Chief of Operations. An additional performance measurement that is <br />not currently monitored is <br />
