RETHINK HOUSING ACTION PLAN PROJECT EVERETT Everett Housing Action Plan iii <br /> <br />Housing Action Plan Key <br />Implementation Steps <br /> Coordinate revisions to the <br />Comprehensive Plan. <br /> Develop additional revisions to the <br />Unified Development Code to expand <br />housing types and streamline <br />development requirements. <br /> Improve local non-motorized <br />transportation infrastructure and other <br />amenities. <br /> Coordinate a Development Incentives <br />Study for market-rate and affordable <br />housing development. <br /> Develop a Parking Study to adjust <br />minimum parking standards. <br /> Revise design guidelines and <br />requirements. <br /> Assist tenants and homeowners with <br />housing costs and protections. <br /> Coordinate a comprehensive and <br />sustainable program for housing <br />unsheltered members of the community. <br /> Develop a long-term Affordable Housing <br />Funding Strategy. <br /> Create ongoing monitoring programs to <br />determine achievements. <br />City Council Implementation <br />Plan <br />The Everett City Council adopted the Rethink <br />Housing Action Plan on October 6, 2021 under <br />Resolution No. 7700 including an <br />implementation plan that seeks to transform <br />potential steps listed in the Action Plan into a <br />commitment for action. The Implementation <br />Plan outlines Council’s intentions to move <br />forward with an understanding of a current <br />critical housing shortage. The implementation <br />schedule establishes timelines for specific <br />actions that will occur over a ten-year period. <br />Rethink Housing Implementation <br />Schedule <br />Identified Short-Term Actions <br />S-1: ADU revisions to Code and process <br />improvements. <br />S-2: Initial review of Code changes to expand <br />housing diversity and provide more <br />requirement flexibility. <br />S-3: Revise design standards and guidelines to <br />reduce conflicts with denser housing. <br />S-4: Review tenant protections targeting <br />assistance to low-income tenants and <br />homeowners <br />S-5: Incentives study for changes to promote <br />market-rate and affordable housing <br />production. <br />S-6: Develop a Surplus Lands Inventory and <br />Strategy. <br /> <br />Short-term actions <br />Accomplished within next 2 <br />years & prior to 2024 <br />Comprehensive Plan Update <br />Medium-term actions <br />Accomplished over the next 3-5 <br />years prior to or as part of the <br />Comprehensive Plan update <br />Long-term & ongoing actions <br />To occur beyond the next 5 years. <br />Actions may be coordinated with <br />Comprehensive Plan updates & <br />may depend on earlier action <br />success
