Appendix C: HAP Strategy Matrix Everett Housing Action Plan C-2 <br /> <br />MATRIX HEADERS <br />Areas of Focus <br /> Metro Everett: The downtown area in Everett is the primary <br />location envisioned for very dense residential and mixed-use <br />development in the city, and is supported by the highest <br />transit accessibility given major connections with local and <br />commuter transit. <br /> Station areas: Outside of the downtown, there are areas <br />identified around transit stations that will have access to <br />high-frequency transit service, and can support higher <br />densities of development. <br /> Major corridors: Major transportation corridors are one key <br />area of focus for housing policies, given their accessibility to <br />local transit and other transportation infrastructure. <br /> Higher-density neighborhoods: Some areas zoned as higher- <br />density urban residential or mixed use may be further from <br />higher-frequency transit, but still support significant amounts <br />of <br /> Lower-density neighborhoods: Lower-density neighborhoods <br />with largely single-family detached housing may be further <br />from transit as well, and there may be additional concerns in <br />the neighborhood about buffering from other uses. <br />Housing Needs <br /> Increase housing supply: Will these policies provide for an <br />increase in housing supplies in general? <br /> Enhance housing diversity: Will these policies help to <br />preserve and enhance diversity in available housing types in <br />the city, especially with the types of units that may be in <br />shorter supply in the community? <br /> Improve rental affordability: Can these policies help to <br />address rising costs of housing in the community in general, <br />especially for lower-income households? <br /> Support affordable homeownership: Would these actions <br />help to improve the ability for households in Everett to buy <br />affordable homes in the community? <br /> Provide very low-income housing: Can these actions help to <br />support opportunities to increase the availability of income- <br />restricted affordable units for households at 50% AMI or <br />below? <br /> Reduce displacement: If these actions are implemented, will <br />they help to keep low-income households in their homes and <br />communities, and reduce displacement pressures? <br /> <br />
