Introduction Everett Housing Action Plan 6 <br /> <br />Development (HUD) and HOME Investment Partnership funds received through the Snohomish County <br />HOME Consortium. Additional housing resources include HB1406 sales tax rebate from the State of <br />Washington for affordable housing purposes and the Affordable Housing Trust Fund money received <br />from document recording fees that can be used to support affordable housing activities. The City also <br />allocates $4 per capita annually for Human Services of which many of the funds are used to provide <br />support to low-income or special needs housing programs. <br />Climate Action Plan <br />The City’s adopted Climate Action Plan identifies goals and strategies that directly relate to housing <br />policy. These policies include: <br />Goal T-1: Embrace non-car travel. <br />Strategy T-1:1: Prioritize, incentivize, and promote transportation by biking, walking, and transit. <br />Strategy T-1:2: Reduce commute. <br />Goal LU-1: Create centralized activity centers with a dense and diverse mix of services, amenities, jobs, <br />and housing types in areas well-served by public transit. <br />Strategy LU-1.1: Support intentional high-density development. <br />Goal LU-2: Develop vibrant, health, and livable neighborhoods. <br />Strategy LU-2.1: Improve neighborhood walkability. <br />Housing policies and strategies should work consistently to support the goals of the Climate Action <br />Plan. <br />Affordable Housing Context <br />Consolidated Plan <br />The HUD approved 2020-2024 City of Everett Consolidated Plan guides the City’s Community <br />Development Block Grant (CDBG) program funding. The Plan assesses affordable housing and <br />community development needs and market conditions to guide data-driven, place-based investment <br />decisions. The consolidated planning process serves as the framework for a community-wide dialogue <br />to identify housing and community development priorities that align and focus federal funding. <br />Housing and homelessness have been identified as key priorities. <br />EnvisionEverett <br />In 2017, the City convened a group of citizens and civic leaders to develop an extended community <br />vision for Everett. Several topics were identified in the final report including Housing and <br />Homelessness. While broadly defined, these are the specific statements from the Housing Vision work: <br /> Continue with programs that are working well now, and offer more of them relative to the market, <br /> Continue to strive for increased housing density in all of the city’s major corridors, <br /> Place a high priority on affordability for all income levels,
