Increasing Housing Variety Everett Housing Action Plan 15 <br /> <br />RECOMMENDATIONS <br />Short-term Recommendations <br />1.1: Promote Accessory Dwelling Unit development through changes to <br />regulations and processes. <br />Review and refine regulations and processes for Accessory Dwelling Units (ADU) to facilitate new <br />development. This may include: <br /> Removing the requirement for owner occupation from EMC 19.08.100(C) <br /> Providing free model base plans to be used as part of a streamlined permit approval process <br /> Waiving lot coverage restrictions for ADUs <br /> Supporting additional fee waivers for new ADU construction <br />This could be supported with a study of impediments to ADU and DADU (detached accessory dwelling <br />unit) development with potential applicants to better understand the administrative, technical, and <br />regulatory constraints to accessory dwelling unit construction. <br />1.2: Adjust the City’s zoning code to facilitate greater housing diversity and <br />production. <br />The City should work to update the Everett Unified Development Code (Chapter 19 EMC) and <br />associated provisions in the Municipal Code to allow a greater range of housing types in single-family <br />zones (R-1 and R-2) and other neighborhoods subject to appropriate standards and design <br />guidelines. These changes should be sensitive to the recent Rethink Zoning Ordinance that provided <br />the Unified Development Code, and present additional options to further housing goals. <br />Options to consider include examining the following: <br /> Revise development standards to encourage corner lot duplexes in R-1 and R-2 zones. This may <br />include changes to lot coverage, setbacks, and comparable site design requirements <br /> Adjust the requirements in EMC 19.08.030(B)(1) to facilitate the development of townhouses <br />in RS, R-1 and R-2 zones. This may include relaxing requirements for owner occupancy, <br />streamlining the approval process, and providing more flexibility with site design. <br /> Allow courtyard apartments (townhouses arranged around a courtyard) and cottage housing <br />(small individual units arranged around a courtyard) in R-1 and R-2 zones. This would require <br />adjustments to design standards for townhomes (see EMC 19.08.040) and adjustments to zones <br />where cottages are permitted (see EMC 19.05.080) <br /> Ensure high-quality streetscapes that include sidewalks and, if appropriate, street trees. <br />1.3: Update site design requirements to reduce conflicts with infill development. <br />To ensure that new housing development in existing neighborhoods can be accommodated with fewer <br />conflicts, the City should review site design requirements under the Unified Development Code and
