3. Transit-Oriented Communities Everett Housing Action Plan 41 <br /> <br />RECOMMENDATIONS <br />Short-term Recommendations <br />3.1: Coordinate long-term preservation of TOD sites. <br />The City should identify opportunities sites for TOD and develop an action plan for early steps to <br />preserve these sites for future development to implement elements of this strategy. This should <br />involve outreach and coordination with property owners to provide information about long-term <br />planning. <br />3.2: Diversify housing types in transit station areas. <br />Within LRT transit station areas and other high-capacity transit nodes, the City should update allowable <br />uses under the zoning code to permit a greater range of housing types in single family zones (R-1 and <br />R-2) subject to standards and design guidelines. <br />3.3: Streamline code requirements to facilitate TOD development. <br />Together with the review of development requirements for urban corridors under Recommendation <br />2.1, the City should also consider code amendments to facilitate housing development in TOD areas. <br />These revisions would incorporate changes to: <br /> Setback and step back requirements <br /> Allowable uses <br /> Transition zones/overlays to reduce impacts to surrounding areas <br />3.4: Update design standards and guidelines to reduce conflicts with new <br />development in TOD areas. <br />The City should update the design standards or guidelines for new development, including single family <br />residences in R-1 and R-2 zones, to ensure that new housing types allowed within existing <br />neighborhoods fit in with neighborhood character and design. This can reduce the potential for <br />conflicts and sources of concern with the impacts of growth in these communities. <br /> <br />Medium-term Recommendations <br />3.5: Provide Comprehensive Plan policies that promote coordinated TOD <br />development in station areas. <br />The City should update the Comprehensive Plan to enhance the current Policy 4.7.1, which states that <br />one policy goal is to “Encourage multiple family development and redevelopment in downtown, in <br />mixed-use residential-commercial centers, along mixed-use arterial corridors, and near major
